I'm pretty new to the character (and was just enabled by the Zechs player to binge the entire series!) so don't mind me while I figure her out.

I haven't bothered to check out Frozen Tear so I've no idea what happens to Sally after EW, but if you have any thoughts on being pardners with the Preventers, I'm all ears.

Listen, here's the truth about Frozen Teardrop

It was released fourteen years after the original airing of Gundam Wing (thirteen for Endless Waltz) and any part of it that's not just a retelling of existing canon takes place beginning no more than two or three months afterward. At that time, we had all had a significant chunk of the calendar to explore and speculate about the post-canon lives of our characters, and how they related to the wartime period.

And Frozen Teardrop made some.....very.....Let's say, unconventional choices, with the fates of our characters. Gundam Wing has always been science fiction, even if it's way more focused on the philosophy of human nature, and giant robot fights, and like....Anime Tropes, but this thing went way off into left field, even more than usual. It was pretty wild.

Therefore, I must inform you, that in the eyes of the majority of the fandom it was almost universally determined that there is no Frozen Teardrop, it never happened. Don't worry about it. And I think that kind of group "nope" is very sexy of us, to be honest.
